Rebecca Huntley, director of research at 89 Degrees East, said the typical buyer of solar panels was a family with children, who used air conditioning, had a pool and planned to stay in the house for several years.

"We know that in places on the outskirts of cities, so not in the center, it's much warmer," Huntley said. "[In Sydney], it's still hotter in Penrith than Lilyfield. [In the outer suburbs] there are also more new buildings, with flatter roofs, but more space to install panels and potentially less on top of buildings and trees."

Huntley said focus group participants often said they weren't going to buy solar panels because they planned to move in three years, that they didn't have enough time to research and organize the panels, that their home wasn't suitable for solar, or that they already had low electricity bills because of their lifestyle or the design of their home.

Huntley also noted that higher-income households don't always have high disposable incomes and may feel mortgage stress because they live in an expensive area.

Dan Cass, executive director of Rewiring Australia, said rooftop solar was a cost-effective solution for poorer households.

This follows a CAAS study which found that improvements in solar PV technology mean that newer solar panels have reduced glare and panels installed in critical areas near Singapore's airports are considered to pose minimal risk for airport operations. Detached houses in affluent suburbs such as Woollahra in Sydney and Toorak in Melbourne are less likely to have solar panels on their roofs than equivalent houses in the outer suburbs. Climate Council analysis based on data from the Australian Photovoltaic Institute shows that solar roofs are installed on less than 20% of detached and semi-detached homes in the inner suburbs and more than 30 or 40% in many outer suburbs. The analysis excludes apartments.

The higher the household income in a zip code area, the less likely homes are to have solar panels. This trend was true in areas where the percentage of renters is high and where owners are the most numerous residents.

The chief executive of the Climate Council, Amanda McKenzie, said the data might seem surprising, but it is likely to be related to how different households feel about the pressures of the cost of living. "Savings on energy bills is one of the main reasons why people choose to install solar panels, but it appears that higher income households are less motivated by these savings," McKenzie said.

Australia's long-term energy strategy calls for greater electrification of the home, including solar panels, batteries and plug-in electric cars.
